This is something we have noticed as well. This is a bug, most likely a glitch when we transition between blinking leds to solid lit state.

If both leds are lit OPI should be fully up and running.

Thanks for that information on the email and the difference on the two versions. I would suspect that this is a very probable cause of the problem. We, I.e. PA, will look into this shortly :)
